CP3 seeks to prevent acts of targeted violence and terrorism by working with the whole of society to establish and expand local prevention frameworks. Through technical, financial, and educational assistance, CP3 supports local efforts that prevent individuals from radicalizing to violence and intervene with individuals who may be radicalizing, or have radicalized, to violence.
The DHS targeted violence and terrorism prevention approach proactively places civil rights, civil liberties, and privacy concerns as a core component of its programs. The DHS Office for Civil Rights and Civil Liberties (CRCL), the DHS Privacy Office, and the Office of the General Counsel are involved in every aspect of the DHS prevention mission, particularly in ensuring strategies, programs, and materials are developed and reviewed through these critical lenses. Additionally, CP3 has initiated a strategic engagement process focusing on proactively working with civil rights and civil liberties organizations with the goal of ensuring that these organizations are a key local voice and component in the development and implementation of local prevention efforts.
The Department of Homeland Security (DHS) Center for Prevention Programs and Partnerships (CP3) was established to improve the Department’s ability to combat terrorism and targeted violence, consistent with privacy protections, civil rights and civil liberties, and other applicable laws.
Through CP3, the Department has embraced a whole-of-society approach to preventing domestic violent extremism and all other forms of targeted violence and terrorism. It does this by working to build trust, partnerships, and collaboration across every level of government, the private sector, non-governmental organizations, and the diverse communities we serve.
In developing its current model of prevention, DHS was guided by principles for violence prevention that the Centers for Disease Control (CDC) developed. Chief among these principles is that locally led prevention efforts—those that connect community stakeholders to provide help to individuals before they commit a crime or engage in unlawful violence—are the best approach. Guided by this principle, DHS’s approach to its prevention mission focuses on supporting local efforts to establish and enhance local prevention frameworks. This is an effort that is locally led and multidisciplinary, works with the whole-of-society, and seeks to ensure the health and well-being of individuals and their communities to prevent all forms of targeted violence and terrorism. In short, CP3’s prevention approach is now a public health-informed strategy.
Targeted Violence and Terrorism Prevention Grant Program
CP3 partners with DHS’s Federal Emergency Management Agency (FEMA) to administer the Targeted Violence and Terrorism Prevention Grants Program, which provides funding for communities to expand their prevention and intervention activities or address gaps in current prevention capabilities. This program funds projects that will replicate promising practices as well as those that will explore new or innovative approaches. For more information, please visit www.dhs.gov/tvtpgrants.
Prevention Forums
These monthly webinars showcase how targeted violence and terrorism are preventable by highlighting successes and best practices. Audience members will gain an understanding of how they can play a role in targeted violence and terrorism prevention in their communities.

Regional Prevention Coordinators
CP3 has Regional Prevention Coordinators (RPCs) stationed across the United States to help establish and support prevention efforts at the local level. RPCs help to deliver CP3’s trainings, connect prevention practitioners and build networks that can support local prevention frameworks.
RPCs also help to keep CP3 informed of local efforts, innovative approaches, and techniques used to engage the whole-of-society in prevention activities and share promising practices within their networks.
