Chemical Sector Partnerships

Owners and operators in the Chemical Sector assess their facility risks and establish security, business continuity, and emergency response plans to mitigate individual risks. Outside of regulations, Chemical Sector owners and operators have a strong history of working in partnership to develop industry practices that build a culture of safety and security.

The National Infrastructure Protection Plan (NIPP) 2013 partnership structure encourages owners and operators to work directly with their peers through the Chemical Sector Coordinating Council (SCC). It also enables the SCC to work closely with government counterparts at all levels through the Chemical Government Coordinating Council (GCC). Partners work on a voluntary basis to share actionable, relevant risk information; exchange best practices; build cross-sector situational awareness; and enable risk-informed decision-making.

Through this partnership, Chemical Sector partners have developed several programs and initiatives to enhance the security and resilience of the Chemical Sector.

Partners Stewardship Initiatives

Responsible Care®

American Chemistry Council (ACC) is committed to improved environmental, health and safety performance through the world-class Responsible Care initiative. The Responsible Care Product Safety Code provides a comprehensive framework to drive continuous improvement in chemical product safety and stewardship.

ChemStewards®

ChemStewards® is an environmental, health, safety and security (EHS&S) management program designed to help a facility optimize its performance, save money and enhance its role as a good corporate citizen in a community. The program was established to meet the unique needs of the batch, custom and specialty chemical industry.

Chlorine Safety and Security Stewardship

The Chlorine Institute promotes the continuous improvement of operational safety, security practices, and emergency response within the chlor-alkali industry and the customers of their products by promoting voluntary initiatives and sound regulatory programs where prudent. The Chlorine Institute, in its goal of zero releases and injuries from mission chemicals, serves the membership and the public in all areas relating to the safe use and handling of these mission chemicals: chlorine, sodium and potassium hydroxides, and sodium hypochlorite; and the distribution and use of hydrogen chloride.

At the core of its chlorine stewardship program is the Member Safety and Security Commitment. All Chlorine Institute member companies that produce, distribute, or use chlorine annually certify that they will meet this commitment.

NACD Responsible Distribution ®

The National Association of Chemical Distributors (NACD) Responsible Distribution is NACD’s mandatory, third-party verified environmental, health, safety, and security program where members demonstrate their commitment to continuous performance improvement in every phase of chemical storage, handling, transportation, and disposal.

ResponsibleAg Security Code of Management Practices

The Fertilizer Institute is a proud supporter of ResponsibleAg, an industry-led stewardship initiative designed to help fertilizer storage and handling facilities achieve and maintain federal regulatory compliance.

PaintCare

PaintCare was created by the American Coatings Association (ACA), a membership-based trade association of the paint manufacturing industry. The Product Stewardship Committee provides integrated guidance to association members on all matters that impact the safe use of our industry's products. While primarily focused on the regulatory structures associated with product safety—hazard communication, toxic substance, engineering for exposure control and personal protective equipment selection—the issues considered by the committee also interpret industry trade practice. The committee also provides technical support for the Product Stewardship Code under Coatings Care®.

Coatings Care® / Industry Stewardship Committee (CCISC)

This committee was formed by the International Paint and Printing Ink Council (IPPIC) to enable paint and printing ink manufacturers to share information regarding industry stewardship programs and advance implementation of Coatings Care® or other similar programs (i.e., Responsible Care®).

Private Industry Emergency Response Programs

TRANSCAER®

TRANSCAER® is a national outreach effort that promotes safe transportation and helps communities prepare for and respond to any transportation incident involving hazardous materials.

CHEMTREC®

CHEMTREC® is an around-the-clock service available to emergency responders who need immediate information for incidents involving chemicals, hazardous materials and dangerous goods.

CHEMNET®

The CHEMNET® program is a network of for-hire contractors (primarily in the USA) for CHEMTREC® registrants who may need the services of an emergency response contractor at the scene of an incident involving their product. Upon request, CHEMTREC® can link the shipper with the CHEMNET® contractor closest to the scene.
